Fines (Fin: sakkoja) are paper forms handed out by police officers to fine the player after they commit one or more of a range of crimes.

Design[]

When caught breaking a law, a fine will either be given to the player directly at a police checkpoint or the following apprehension in a police chase or by mail for one specific violation. Although it tends to cover traffic violations, the player can be fined over at least one non-traffic violation (see Possible offenses).

The form is written in Finnish and Swedish by default, but it can be translated to English by clicking on the Union Jack at the top-left corner. With the exception of the player's "net income", the information on the upper half of the form is irrelevant to gameplay and how punishment for crimes is handled.

Upon receiving a fine the player receives an amount of stress that increases with the amount of a fine. Higher fines often fill the stress bar by over half a bar, so preparations may be necessary to reduce stress upon reading the fine.

Fine calculation[]

The calculation of fines is inspired[1] by the Finnish "progressive punishment" system, which adopts a "day fine" adjusted based on one's "daily net income" or money in hand earned via legal work. The higher the net income, the higher the fine.

The total sum that the player has to pay to settle the fine is displayed under the "total" field. A police officer that issues a fine may order a fixed petty fine and/or a day fine based on the severity of the crime. The day fine (measured in day-fines) is displayed under "day fine quantity" but the fixed fine is not displayed and is automatically added to the total sum. The day-fine amount, i.e. how much one day-fine costs to the player (under the "fine amount" field), is calculated as 1/60 of player's net income minus 25.5 mk ((INCOME / 60) - 25.5). Minimum day-fine amount is 35 mk, maximum is 90,000 mk. In summary, the total fine sum is the day fine quantity multiplied by the day-fine amount and plus a sum of fixed fines on top of it (DAYS * AMOUNT + FIXED).

Failure to settle fines and imprisonment[]

Players are normally given the option to pay fines on the spot as soon as they are issued. If players refuse or are unable to pay immediately, the form will appear on the kitchen counter at home, ready to be paid at a later time. If the fine is left unsettled for an extended period of time, usually around one in-game week, three police officers will surround the player's home and take him to jail to serve a sentence.

Jail sentence is based on day fine quantity of all the received fines combined. For every three day-fines player will receive one day sentence. Minimum sentence is 3 days, maximum is 999 days. So even if you have no day fines, you'll go to jail anyway. When hovering a mouse over the pile of unpaid fines, it will display only the combined fines total sum - combined day fine quantity is tracked separately by the game. If the fine pile on the kitchen table shows nothing when hovering the mouse over, this means that it's too late and the police are about to appear at the player's house to arrest him - you better run and hide or face consequences.

Possible offenses[]

There are 11 different offenses that the player can be fined for:

  • Speeding 100 km/h (Speeding. X km/h at 100 km/h limit zone.) - Be detected by a police checkpoint's speed gun traveling in any non-commercial or moped vehicle above 100km/h along the highway.
    • Day fine: 1 day-fine for each 1 km/h above limit
  • Speeding 80 km/h (Speeding. X km/h at 80 km/h vehicle limit.) - Be detected by the speed gun driving the Hayosiko van or Gifu truck above 80km/h along the highway, as they belong to classes of vehicles restricted to travel below 80km/h.
    • Day fine: 1 day-fine for each 1 km/h above limit
  • Speeding 45 km/h (Speeding. X km/h at 45 km/h vehicle limit.) - Be detected by the speed gun driving the Jonnez ES moped above 45 km/h on the highway, as it belongs in a class of vehicles restricted to travel below 45 km/h.
    • Day fine: 1 day-fine for each 1 km/h above limit
  • Alcohol (DUI. Alc breath test X.X per mille.) - Driving while excessively drunk. Acceptable limit of blood alcohol content is 0.5 ‰. Five bottles of beer, taken one after another, will rise your alcohol level to a little more than 0.5 ‰, so four bottles is pretty much ok.
    • Day fine: 6 day-fines for each 0.1 ‰
  • Environment (Environmental crime. Illegal dumping of waste, X liters.) - Dumping septic tank waste from the Gifu anywhere other than at the wastewater treatment plant. There has to be witnesses to report the crime like Teimo’s windows. Tickets for this offense are delivered to the player's mailbox rather than being issued directly from an officer.     • Day fine: 1 day-fine for each 400 L of dumped waste
  • Fuel (Fuel taxation offense. Fuel oil used in a vehicle subjected to diesel taxation.) - Driving the Hayosiko, Gifu or Kekmet on the highway with any amount of fuel oil in the fuel tank. If you are delivering haybales on your Kekmet, it will classify as agricultural vehicle (like harvester) which is not subjected to diesel taxation - you won't be fined for this offense.
    • Day fine: 2 day-fines
    • Fixed fine: 60000 mk
  • Helmet (Helmet usage infraction.) - Riding the Jonnez ES without a helmet.
    • Fixed fine: 420 mk
  • Seatbelts (Traffic infraction. Not wearing seatbelts.) - Not using seatbelts in a vehicle that has them. So you won't be fined for this offense while driving Ruscko.
    • Fixed fine: 420 mk
  • No plates (Vehicle offense. Unregistered car, no plates.) - Driving an unregistered Satsuma or the Ruscko (that can't be registered) on the highway.
    • Day fine: 8 day-fines
  • Radar buster (Radar detector infraction.) - Be spotted by the police driving the Satsuma with a radar buster.
    • Day fine: 20 day-fines
  • Ignoring stop (Failing to comply with a Stop sign.) - Failing to stop at a police checkpoint.
    • Day fine: 20 day-fines
  • Officer attack (Failure to obey a police officer.) - Knocking out a police officer by any means.
    • Day fine: 10 day-fines
  • Expired registration (unknown) - Having an inspected car with the registration expired.

  • Missing registration plates (unknown) - Having registration plates missing from an inspected car.
